By betting on the dual pipe concept, the Legault government hopes to reduce the size of the bill from $ 7 billion to $ 10 billion, according to a plan issued in May 2021.

CAQ then proposed to dig a large two-layer monotube with a diameter of 19.4 m at a distance of 8.3 km under the St. Lawrence River.

This version came with a share of challenges in terms of engineering and construction, which partly explained the very high cost of the project.

According to information confirmed by our Parliamentary Office, in the “adjusted” version of the plan to be released tomorrow, at least two lanes in each pipe will be smaller in diameter.
