A Las Vegas police detective investigating the 1996 killing of rapper Tupac Shakur testified to a grand jury in September that investigators had a theory that his murder and that of rapper Biggie Smalls may have been connected.

In a transcript of the Clark County grand jury proceedings last month, retired Las Vegas City Police Detective Clifford Moog said investigators investigating Shakur’s killing “believe that persons associated with both crimes were involved.”

Mogg later added that “the theory was accurate that they were related.” He did not specify what the theory was, but said that Duane Davis, who was recently charged with Shakur’s murder, was not involved.

“When you say they are related, you are not saying they were committed by the same individuals?” “That’s true,” said Deputy District Attorney Mark DiGiacomo, and Moog responded.

Moog also said at another grand jury hearing that he believed Davis spoke publicly about his involvement in Shakur’s shooting death because he sought financial gain.

“Did he at any point mention the reason he did so many interviews was because…no one was actually charged with the murder; If he was involved, why did he talk so much? DiGiacomo asked.

“The only reason I can see now that he’s doing all these interviews is for financial gain,” Mogg replied.

Mogg further testified that one of the reasons Davis’ home was searched in July 2023 was to determine whether he had received any payment or reward related to his claims of involvement in Shakur’s death.

As part of the grand jury testimony, Moog read sections of Davis’ book “Compton Street Legend” to illustrate his account of his involvement in a gang and to share details contained therein about the events surrounding Shakur’s death.

Davis, who has been charged with murder, has placed himself at the crime scene for years, saying publicly that he was in the front seat of a white Cadillac when it pulled up next to Shakur’s car and heard shots ring out from the back seat. Shakur was shot four times and died six days later.

Shakur died in September 1996 in Las Vegas. Smalls, whose real name was Christopher Wallace, was also shot and killed in a drive-by shooting in March 1997 in Los Angeles.
