“We expect a lack of spaces in emergency shelters, but most of all a lack of spaces in modified shelters”: The director of emergency services at the Old Brewery Mission recognizes that the cold can complicate matters.

“If we can’t help people find housing more efficiently and quickly, it’s difficult to manage,” says Emily Fortier.
