No bid for tramway: Bruno Marchand presents his plan B for $8.4 billion

In the absence of bidders, Mayor Bruno Marchand on Wednesday announced Plan B for the Quebec tramway, now valued at $8.4 billion, in which the city will be the project manager. He is now asking the Legault government to “get on board” with the plan.

At a much-anticipated press conference Wednesday morning, Quebec’s mayor Bruno Marchant confirmed the news. Newspaper Published Tuesday, the estimated bill for the Quebec tramway has tripled, now between $12 and $13 billion over the last known estimate, or $4 billion.

This limitation comes from the most recent debates, with the only coalition still running for the infrastructure component, Mobilité de la Capitale, revealing the mayor. “The status of our discussions […] Which leads us to say that we might be at 12,13 billion dollars. Seeing that we were reaching an impasse and that Mobilité de la Capitale had not made a bid, the mayor put an end to the process on Tuesday.

“Reasonable cost” solution

So Bruno Marchand launched Plan B, which he’s been working on for months, to take over management of the project internally, something he says he’s still determined to achieve. “The tram project is still alive. We have reasonable solutions to implement the project,” assured the mayor.

He estimates that for $8.365 billion, the city itself could manage the project for the tramway in its current form, from Le Gendre to D’Estimauville, using an “aggressive” technical proposal previously presented by the confederation.

Calling on the “nationalist” spirit he believes should drive the government, he is now asking for a quick response from François Legault and his team to say whether they are launching his plan B. The central government responds. Its current page.

A $569 million rolling stock deal with Alstom could be “at risk” if delayed, Mayer admitted. But more broadly, the entire project would be in jeopardy, he said.

Towards gradual dictation

Mr. Marchand’s Plan B included a vision to include the territory in an already planned 19.3 km section, along with the first phase of the tramway. This will be done gradually in three stages. Phases two and three will be carried out “continuously” (See table)

The Quebec mayor promised that taking such steps would lead to the full launch of the first phase by the expected deadline, i.e. by 2029 or 2030. The Le Gendre-Université Laval division could take effect as early as 2029, he said.

In addition to this plan B, the mayor said there is a plan C, the content of which he declined to reveal.

Bruno Marchand’s vision for structural networks

Phase one: 19.3 km tramway from Le Gendre to D’Estimauville

It is carried out in three steps:

Step 1: From Le Gendre Department to Laval University

Step 2: From Laval University to the Jean-Paul-l’Allier garden in Saint-Roch

Stage 3: From Saint-Roch to Estimauville terminus

Phases two and three were carried out “consecutively”.
